Twenty six board members of ICT regulatory authorities and universal access agencies from Kenya, Cameroon and South Africa took part in a five-day board-level workshop on ICT regulation in the context of the role of ICT for development. Organised and hosted by the Commonwealth Telecommunications Organisation (CTO), the event took place on 6 – 10 October 2014 at the CTO’s offices in West London.

Appointed board members of regulatory agencies often come from different specialist backgrounds, but often with little or no prior experience of ICTs. The London workshop is designed to introduce participants to the national and wider international contexts within which ICT regulation takes place, the place of ICTs in development, and opportunities and challenges faced by regulatory executives in fulfilling their mandate.

Specific topics that were discussed over the five days include:

  • Overview of the ICT/electronic communications sector
  • Introduction to ICT policy and regulation
  • Broadcasting regulation
  • The context of telecommunications regulation: key agendas
  • The role of international organisations
  • Key ICT indicators, and overall impact on the national economy
  • Economics of regulation
  • The role of ICTs in development
  • Internet and cyberspace
  • Cloud computing
  • Broadband access

One key aspect of the CTO’s work is to assist member governments and regulators in developing and implementing effective and conducive regulatory frameworks for the ICT sector, and a similar board-level programme was delivered in 2013 in Trinidad & Tobago.

The workshop is good for all those interested in ICT especially those who play a key role in formulating legislation in their countries on areas of ICT.
