Attention remains high on the role ICTs can play in the national economic growth of every Commonwealth country today. But below this lie serious inequalities which we have a moral duty to address. In particular, it is critical that we find ways through which the poorest and most marginalised in the Commonwealth can use ICTs to transform their lives, especially in relation to people with disabilities, street children and other socially-excluded groups. This is one key mission of the CTO, and this annual forum is intended to share good practices from which we can all learn. This is a communal agenda, in the interests of all people.Professor Tim Unwin, Secretary-General of the CTO
