The CTO Bids Farwell to Dr Martin Koyabe

The Commonwealth Telecommunications Organisation (CTO) bid farewell to its Technical Support and Consulting Manager, Dr Martin Koyabe at a virtual function that was held on 31st March 2021.

Stakeholders from around the Commonwealth joined the CTO Secretariat staff to recognise Dr Koyabe’s contribution to the growth and development of ICT in the Commonwealth. In paying tribute to Dr. Koyabe mention was not only made of his passion for and expertise in ICT, but his calming demeanour, mentorship and genuine concern for the welfare of others which endeared him to his colleagues.

Dr Koyabe joined the CTO in February 2014 and for the next 7 years, helped develop the ICT research and development capability of the Secretariat.  He expanded the scope of CTO’s consultancy services and is credited for leading the delivery of various high impact projects in cybersecurity, telecommunication regulation and also in the formulation of national ICT strategic plans.

A keen reseacher, Dr. Koyabe led the project to provide regulatory guidance on Over-The-Top Services (OTT) and was a co-author of the subsequent OTT reports, that gained widespread interest.

He leaves CTO to join the Global Forum on Cyber Expertise as the Senior Project Manager for the African Union Commission –  Global Forum on Cyber Expertise (AUC-GFCE).

The CTO thanks Dr Koyabe for his contribution to its work and extends its best wishes that his new position brings him much happiness and fulfilment.
