James Akwe
Senior Programme officer

James Akwe

James Akwe joined the CTO in December 2016 as an Assistant programme officer for the Capacity Development and Training Division. Having previously gained experience working in the IT, telecommunications and Railways sectors.

James’s last role before joining CTO was as a Project Management Officer with Ganymede Solutions. Previous to this James worked as HP Finance Manager at Bell Microproducts in Chessington, where he was the main contact for all HP related issues, primarily finance and product services.

James holds a Masters in Business Administration with specialisation in corporate governance from the University of Leicester. He also holds a BSC degree in Social Science with Economics from the Open University in Milton Keynes. James is a PRINCE 2 qualified project management officer.

Riad Laulloo
Travel & Logistics Officer

Riad Laulloo

Riad has worked at CTO since April 2018, he is responsible for CTO travel and logistical arrangements for both the secretariat, Executive Committee and Members of the Programme for Development and Training. He has many years experience in the travel sector, negotiating with hotels, airlines, and travel companies. In addition, Riad offers member support for all London based events and assists with the issuance of visa support letters to members.

Steve Lee
Senior Facilities Officer

Steve Lee

Steve joined the CTO in 2009 as a Facilities Officer and is responsible for the management of services and processes that support the core business of the organisation. Ensuring that staff have the most suitable working environment to carry out their daily activities. Duties include using best business practice to improve efficiency, reducing operating costs while increasing productivity, liaising with Commonwealth High Commissions and Embassies to arrange visas, working with courier companies to ensure shipments arrive on time and dealing with a whole range of other suppliers used by the organisation. In 2019, Steve was promoted to the position of Senior Facilities Officer.

Also heavily involved in the day-to-day operations, particularly in relation to the CTO office building and premises. Prior to joining the CTO, Steve spent the best part of 15 years working in facilities/office management in the advertising and media industries and has worked for some of the largest and most prestigious advertising agencies globally.

Irene Nakaggwa
Executive Assistant to the Secretary-General

Irene Nakaggwa

Ms Irene Nakaggwa joined the Commonwealth Telecommunications Organisation (CTO) in January 2018 and is the Executive Assistant to the Secretary-General. Prior to joining the CTO, Irene worked with the Uganda Communications Commission (UCC) for over 8 years as an International Relations and Consumer Affairs Officer, where she gained a wealth of experience in Telecommunications Regulatory Affairs.

Having worked under different functions, Irene has excellent knowledge and skills in collaborations and coordination with inter-governmental agencies, ICT Consumer Protection and Empowerment, Corporate Communications and Administration, among other key areas of ICT policy and regulation.

Irene has also actively participated in both regional and International ICT events such as the GSMA Mobile World Congress, ITU Telecom World, ITU Plenipotentiary Conference, the World Telecommunication Development Conference (WTDC) and the E-learning Africa Conference and Exhibition on ICT for Education, Training and Skills Development.

Irene holds a Post graduate in Business Administration and a Bachelors degree in Social Sciences.

Harpreet Nanda
Senior Marketing Executive

Harpreet Nanda

Harpreet Nanda joined the CTO in January 2018 as a Marketing Executive for the Capacity Development and Events Departments.

Having gained a wealth of experience from a number of roles, Harpreet is a professional with expertise in all aspects of marketing, advertising, public relations, event planning and management.

Harpreet has a Post Graduate Diploma in International Relations from the Graduate School of Business Economics, Higher School of International Commerce and Finance, Warsaw.

Caroline Ngegah
Senior Finance Officer

Caroline Tamasang Ngegah

Caroline Ngegah, joined CTO in April 2017, as the Finance Officer within the Finance and Pensions Department. Prior to starting her tenure, between October 2016 to April 2017, she gained experience as an Accounts Intern within the same department. In 2019, Caroline was promoted to a Senior Finance Officer within the Finance and Pensions Department.

Prior to joining CTO, Caroline worked as a Recruitment Administrator for Firstcol services Ltd.

Caroline is a Cameroonian national, and holds a Masters degree in International Business Administration from the Anglia Ruskin University England and a Bsc in Accountancy from the Anglo-saxon University of Buea, Cameroon.

Leonard Obonyo, Senior Programme Officer

Leonard Obonyo

Leonard is a Senior Programme Officer in the Technical Support and Consultancy division and plays a key role in Cybersecurity and Global ICT Agenda Coordination. He coordinates and monitors the work of Commonwealth in ICANN Governmental Advisory Committee (GAC), Commonwealth at the Internet Governance Forum (IGF) and International Telecommunication Union (ITU). He is extensively involved in organizing of Commonwealth meetings in the margins of the international events and coordinate CTO-led networks of stakeholders to facilitate consultations.

Leonard a Kenyan citizen worked as the Research Projects and Grants Manager at Technology Service Providers Association of Kenya in Nairobi that runs the Kenya Internet Exchange Point leading African Union project partnerships and coordination of regional and national ICT policy engagements. He brings a wealth of experience having previously worked at different levels in programme management at the United Nations agencies including UNDP, UNOPS and UNON.

Leonard holds a Masters degree in Business Administration and Bsc in Computer Science together with a PRINCE 2 certification in Project Management.

Osman Siddiqui
Senior Communications Officer

Osman Siddiqui

Osman has been employed by the CTO since January 2012 as a Graphic Designer. He is the first in-house designer, and his role is vital in enhancing the visual image of the Organisation to its global partners. Alongside his design expertise, Osman combines his branding and marketing skills to help promote the six priority areas of CTO throughout his work.

He has a BFA in Graphic Design from Canada and a Masters in Branding and Design Strategy from Brunel University, London.
