Babatunde James Akwe
Senior Programme Officer

Babatunde James Akwe

James Akwe joined the CTO in December 2016 as an Assistant programme officer for the Capacity Development and Training Division. Having previously gained experience working in the IT, telecommunications and Railways sectors. In 2019, James was promoted to the position of Senior Programme Officer in the CDT Division.

James’s last role before joining CTO was as a Project Management Officer with Ganymede Solutions. Previous to this James worked as HP Finance Manager at Bell Microproducts in Chessington, where he was the main contact for all HP related issues, primarily finance and product services.

James holds a Masters in Business Administration with specialisation in corporate governance from the University of Leicester. He also holds a BSC degree in Social Science with Economics from the Open University in Milton Keynes. James is a PRINCE 2 qualified project management officer.

Riad Laulloo

Travel & Logistics Officer

Riad Laulloo

Riad has worked at CTO since April 2018, he is responsible for CTO travel and logistical arrangements for both the secretariat, Executive Committee and Members of the Programme for Development and Training. He has many years experience in the travel sector, negotiating with hotels, airlines, and travel companies. In addition, Riad offers member support for all London based events and assists with the issuance of visa support letters to members.

Steve Lee
Senior Facilities Officer

Steve Lee

Steve joined the CTO in 2009 as a Facilities Officer and is responsible for the management of services and processes that support the core business of the organisation. Ensuring that staff have the most suitable working environment to carry out their daily activities. Duties include using best business practice to improve efficiency, reducing operating costs while increasing productivity, liaising with Commonwealth High Commissions and Embassies to arrange visas, working with courier companies to ensure shipments arrive on time and dealing with a whole range of other suppliers used by the organisation. In 2019, Steve was promoted to the position of Senior Facilities Officer.

Also heavily involved in the day-to-day operations, particularly in relation to the CTO office building and premises. Prior to joining the CTO, Steve spent the best part of 15 years working in facilities/office management in the advertising and media industries and has worked for some of the largest and most prestigious advertising agencies globally.

Irene Nakaggwa

Executive Assistant to the Secretary-General

Irene Nakaggwa

Irene is the Executive Assistant to the Secretary-General. She joined CTO in January 2018.

Before joining CTO, Irene worked with the Uganda Communications Commission (UCC) for over 8 years as an International Relations and Consumer Affairs Officer. Before that she worked at Celtel Uganda (Currently Airtel Uganda) as a customer Service Representative.

Irene holds a bachelor’s degree in Social Sciences and a Postgraduate in Business Administration, both degrees from Makerere University, Uganda.

Leonard Obonyo
Senior Programme Officer

Leonard Obonyo

Leonard is a Senior Programme Officer – International Coordinator. He jointed CTO in January 2019.

Before joining CTO, Leonard worked with Technology Service Providers Association of Kenya as Researcher Projects and Grants Manager. He also worked with Napster Consulting Limited as Project Manager, before that he worked with United Nations Office for Project Services and United Nations Development Programme in Kenya.

Leonard holds bachelor’s degree in Computer Science from Kenyatta University, Kenya and a master’s degree in Business Administration from United State International University, Kenya.

Senior Events Officer

Saiful Siddeky

Saiful is the Senior Events Officer at the CTO.
