Mobile Governance for Vanuatu – Strategy and Implementation Plan Report

Abstract
CTO cooperated with Vanuatu Office of the Government Information Officer for this project. This project was co-funded by the Commonwealth Secretariat (COMSEC) and the Center for Electronic Governance at the United Nations University International Institute for Software Technology (UNU), coordinated by the Commonwealth Telecommunications Organization (CTO), and conducted by UNU in cooperation with the Office of the Government Chief Information Officer, Government of the Republic of Vanuatu (OGCIO).
This project and implementation includes revises of the five national policies (challenges, solutions, approaches, capabilities and achievements of Vanuatu) in ICT and MGOV development, along with the results of field visits and interviews with major government, non-government and private sectors stakeholders.
Comprising the content of the proposed national MGOV4D strategy for Vanuatu, the strategies from the localized MGOV4D strategy knowledge base are depending on their contributions to various ICT and national development goals of the country. Implementation framework –principles, resources, processes, funding and management; an implementation plan; various tasks to be performed from selecting committee members, to mobilizing resources, to building awareness and human capacity; and the selection of priority projects
Expected impact
The toolkit can hopefully guide other Small Island Developing States in their efforts aimed at developing and implementing national MGOV4D strategies.
